I would like to set up a single computer running Ubuntu with two monitors, keyboards and mice so that it can be used simultaneously by two people (specifically, my children). Is this feasible, and if so, how? With grateful thanks!

Yes, it is possible to make a time sharing system. However, second hand computers cost almost nothing and could work better and with less hassle. Go to your local city dump. Someone there at the gate will be collecting and selling old computers for about $50 apiece.
i agree it is not feasible. you can get used, cleaned computers. business laptops often have out of the box linux support for example. as do desktop PCs. and you can get descent ones cheap with or without warranty.
Read the easy to understand, lots of pics Ubuntu manual.
Do i need antivirus/firewall in linux?
Full disk backup (newer kernel -> suitable for newer PC): Clonezilla
