Youtube download policy question

Hi everyone,
lately I've developed a GUI application for youtube-dl, a package that can be downloaded from the official ubuntu repos. I wrote it, believing that using that package will be no offense to anyone.
When done I tried to introduce the software to fellow users, but the thread was closed, indirectly referring to the sticky in the forum.
I would have never even started to develop such an application if youtube-dl wasn't available. But it exists.
So my 2 questions are:

• Why is there an offending software package available in the standard repositories that is against your policy.
• Is this a US based forum?

The objective of writing the code was to support my kids in school. My daughter was supposed to have a talk about 9/11 and needed some good quality film material (excerpts) about it - which could be found on youtube. -Not doing anything unlegal.

Why is there an offending software package available in the standard repositories that is against your policy.

The policy is a forum policy. The Forum Council, responsible for formulating and maintaining policy for the forum, has no jurisdiction outside of the forum - clearly. The Forum Council has no influence or control over what is or is not available in the Ubuntu repositories.

Is this a US based forum?

No.
