    Install "Gnome Tweaks". With that little tool, you can set a range of options which are not exposed in a default Ubuntu install. On the tab "Top bar" you will find a setting to change the date/time display.

    does activating the 'seconds' significantly takes resources?

    Hardly. It's already built into the program, which counts seconds anyway.
