    dpkg execution interrupted, you must manually run «sudo dpkg --configure

    I imagine it is because of broken packages in the system, but nonetheless there are none. Already probe, dpkg --configure -ay does not solve, it stays there and never ends, and probe, apt update, upgrade ... and nothing, it stays [Configuring base-files (10.1ubuntu9.1) ...] and does nothing.

    You posted in the Development Version sub-forum. "base-files (10.1ubuntu9.1) " tells us you are probably running Ubuntu 19.04 which has been released.
