It isn't clear from your post what you are trying to do but, if it is creating a windows 10 usb using Ubuntu, the link below has extremely detailed instructions.

If you need to use Linux to make the Windows installer, have a look at mkusb:

I prefer using the Microsoft tool myself:

Then the matter will be easy to deal with,the iso image can be burned to an USB,you need a burner and a tutorial.
