18.04 reboot after apt-get update/upgrade stuck on loading boot information

Hello. A bit desperate but I'm breathing still.

Did an apt-get update apt-get upgrade then reboot but stuck on reboot screen (see attached screenshot).

I *can* access root prompt for 4.15.0-62-generic recovery. One problem I notice is no network connectivity when in root prompt.

Some messages I'm seeing (see attached screenshot):

FAILED to listen on CUPS Scheduler.
    FAILED to start CUPS Scheduler.
FAILED to start crash report submission.
    FAILED to start Network Manager

These load but are an install on another partition.

    dpkg --list | grep linux-image

rc linux-image-4.15.0-29-generic 4.15.0-29.31 amd64 Signed kernel image generic
ii linux-image-4.15.0-45-generic 4.15.0-45.48 amd64 Signed kernel image generic
ii linux-image-4.15.0-46-generic 4.15.0-46.49 amd64 Signed kernel image generic
ii linux-image-generic 4.15.0.46.48 amd64 Generic Linux kernel image

This doesn't load and is what I upgraded to:

    4.15.0-62-generic

Tell me what you need to know to help me. Thank you.
