Can encourage mirror owner to improve network quality

First, thank you all the mirrors provide the repositories and archives of all software for Ubuntu and other distributions.
However, believe that sufficient bandwidth is one important key for a mirror, and also mentioned in mirror guidelines:

Know what you're starting with.A mirror may cause a lot of traffic. If your server has insufficient bandwidth, users cannot download very well and your machine may become unreachable. If you pay for traffic, please note that traffic might increase, a lot.

Unfortunately, seems there is one mirror of China is proving insufficient bandwidth. (http://mirrors.nwafu.edu.cn/ubuntu/)
As attachment, seems the mirror sets a bandwidth limit to 40K per second only.

Can we discuss this in the topic for how to encourage mirror owner to improve the network quality? Or is there good choice to update mirror list for keeping outstanding mirrors.
