Hello, Certain message "Quit 2 Windows" is not translated in another language. The .desktop file does not have it. What the PO file can I find it? I have already researched everything in the Ubuntu Translations at Launchpad, but this text does not exist.
Have you asked this question in the Portuguese section of Opera Forums? https://forums.opera.com/category/42/portugu%C3%AAs It's likely they might be able to help.

Are you running this in a virtual machine by chance? I was not able to find any obvious solutions.

I'm not sure what your problem is, but since I have Opera (from your screenshot), I ran it and the last thing in the menu is "Quit Opera", as I expected. It doesn't matter what the application, the last entry is always Quit. It is a kind of universal GUI expectation.

It is possible to translate "Quit [name of application]" in another language, because I found it in the PO files of Ubuntu Translations. But "Quit [number of windows] Windows" does not exist in any PO files.
