I do not understand what you are asking for. Can you be a little more specific? Are you asking about programs, hardware, ?

This is a strange question because minimal systems are typically legacy old systems that use the 32-bit kernels. Any 64-bit hardware exceeds these minimum requirements and I think it becomes difficult to buy a new computer with less than 4GB memory. Unless the question has to do with creating your own distribution - and that's not exactly Ubuntu support - I'd suggest looking into Lubuntu or Xubuntu. Or do a search on distrowatch.com but again, that's outside Ubuntu.

Nearly every CPU since 2007-2008 has been 64-bit. It is the default architecture.

By the way, all Linux programs are named i386, in honor of Intel's first 32-bit processor, and amd64, in honor of AMD's first 64-bit processor. I had a laptop which was 32-bit, but it was the only 32-bit deck I have used since 2006.

I drink my Ubuntu black, no sugar.
