There isn't a large enough Linux user base to justify the cost of development, support and marketing.
Linux market share is about 3% if you include Chromebooks. Subtract those and you're at about 1.5-2%. As Photoshop is a pretty specialized program, and is overkill for most people's needs, Adobe would be lucky to get, maybe, .25% of the Linux user base as customers. That's a very small number of user for what would be an expensive undertaking.
As an aside, the CC group isn't as large, or as profitable, as you'd think. Globally they only have about 10 million CC subscribers, which is tiny compared to consumer things like Spotify, and a lot smaller than you'd think considering how outsized Photoshop is in people's minds. The CC subscription is, by far, the smallest part of their subscription business.

desktop share is small, services share is large. so if their software ran on server and be accessible via browser, then it would actually make more sense to do it for Linux operating system.

Other than the fact that running Photoshop in a browser would be a terrible user experience, it also would require a massive reengineering of the program, which brings us right back to the issue of user base. There aren't enough people out there running Linux, who really need Photoshop, to make it worth their while.

correct. another interesting thing - if the 10 mio CC subscribers number is true that would make it less than Ubuntu desktop users (estimated number of Ubuntu users was about 20 million).
