Ive did the sudo sh -e ~/Downloads/crouton/ -t xfce command. Waited 30 mins for all the crap to load set up an password but once i enter the command they say to enter to boot up the new os ( sudo startxfce4) i keep getting this message in the term. Like i said im very new to this stuff all i really wanna do is play runescape lmao. If im in the wrong spot for this post please redirect in the right area. Thank you

I can only offer this link. Crouton is not an officially supported method of installing Ubuntu and was created by a third party . I don't believe the method supported by Chrome Book either.

    Crouton is for:

Anyone who wants to run straight Linux on their Chromium OS device, and doesn't care about physical security.

Maybe you need to separate "start" from Xfce4? That's never happened to me before? do you want to keep ChromeOS or are you looking to get rid of it? Though it could also be the fact that the device you're using is ARM I think...
