I've read this in three different places, here's one:

Really interesting, eh?

Yes, very interesting, it would make it easier for those of us who need not test the latest and greatest versions
There should be security updates, of course, but how much software would be upgraded for new features?
It looks to me as if this is Ubuntu server versions alone so we desktop users will still have only the 5 or 3 years of support for our OS depending on the DE version we choose.
Code-tags --- Boot-Repair --- Grub2 wiki & Grub2 Basics --- RootSudo --- Wireless-Info --- SolvedThreads --- System-Info-Script
I'd like a 10 year cycle for my server at home. Wondering if this will be a paid support option only though. Can't tell. I can live with 5, 10 would be better for obvious reasons though.
Really? How many 10 years are there in one's lifetime? Anyhow for most desktop/laptop users hardware would need replacement in < 10 years to keep up so there is no much point.
Here's a video of the announcement: https://youtu.be/V10cgn_avJE?t=418
Forgot to mention that the announcement is clearly related to the Cloud, servers and IoT but not the desktop.

What are you doing that ten year old hardware can't accomplish?
I run MythTV, Chrome with many tabs, and a VirtualBox machine on a 1st gen Phenom 9950 with 6 GB of DDR2 ram.
Granted I'm starting to struggle to run the latest and greatest bloatware *cough*any modern web browser*cough*
But if I bought a new computer today I'd expect it to be able to browse the web and watch videos for the next 10 years.
Personally I'm hoping that 16.04 gets support extension.
Hello everyone I came across this article I thought you might be interested in
