Keyboard Shortcut for Home and End like Chrome OS

My goal is to emulate the Home and End keys as in Chrome OS for my Toshiba Chromebook 2. They keybinding is CTRL+ALT+UP and CTRL+ALT+DOWN. I would also like to be able to combo it with SHIFT, so that I can do SHIFT+HOME and SHIFT+END. I'm not really sure where to look, and it seems like this may not be entirely possible without a good deal of leg work. Any ideas?

If using Unity DE . . . System Settings>Keyboard>Shortcuts Tab (may need to create "custom" keybinding if yours not available). If using new Ubuntu (18.04/18.10), Gnome DE has similar settings program and there should be a keyboard customization tool.
