How to add program icons in Lubuntu 18.10

How to add program icons in Lubuntu 18.10? I've followed the instructions but it doesn't work. Can't add icon to desktop either.

Do you mean add program icon to the panel as a launcher? I just dragged the icons from the main menu down to the panel and it jumped into place at the right end of the existing launchers. You can also right-click on icons there to move them left or right.

You can also drag icons from the menu to the desktop to serve as launchers.

I couldn't drag icons to the taskbar. and if on the desktop it would ask if I wanted to execute program. Maybe a bug. Went back to Ubuntu. Like the Gnome better.

Comments:
1) I also got the popup message when using a desktop launcher, so that apparently is normal behavior (it had the option to open the program's desktop file in a text editor instead of running the program).
2) Dragging to panel: You can only add to the "quick launcher" area to the left. A + sign showed by the mouse pointer when you were over an area where you can drop the icon. I just moved it over the existing ones and dropped it - it always went to the right end of the launchers initially.
3) I like gnome too and use it much of the time.
