Positioning bug (?) in 18.4 gnome panel?

This may be something I am doing wrong but perhaps it is a known bug. I don't know enough to tell.
I uploaded 2 images. One shows that in Gnome tweaks I set the panel to be at the top of the desktop. The other shows that - after logging out and then back again - the panel stubbornly stays at the bottom of the desktop.

Am I doing something wrong or is this a known problem?

have u try reset gnome panel?

dconf reset -f /org/gnome/
