recently control-v (paste) stopped working and instead seems to lock up every app I try to use it in.
The mouse-based paste buffer still works so I'm getting by, but this is super annoying.

Can you list what the hotkey bindings are currently set to?
According to a Xubuntu guide from 2016, you'll find these in Menu → Settings Manager → Keyboard → tab Application Shortcuts
