Do we know when would Xserver-xorg-hwe-18.04 be available for Ubuntu 18.04.1
and which xserver version will be part of Xserver-xorg-hwe-18.04. Would version of X be upgraded to X1.20 in Xserver-xorg-hwe-18.04

Well, since the hwe stacks are based on the stacks of the next releases, don't expect it to arrive until after the next release come out.
And even then it'll be in the proposed repository for a while and then released to all around the time of the 18.04.2 point release.

and which xserver version will be part of Xserver-xorg-hwe-18.04.

Which ever it is when 18.10 freezes it's package versions.
But, sure, probably 1.20.
