Intermittent issue with external IP

exact same issue. Two physical servers. Both running same OS version (18.04 upgraded from 16.04). Both on same physical subnet. Both can ping and access each other with LAN addresses. One can access external/internet addresses, the other has intermittent issue with no access to external IP addresses but can still access local lan services.
