The E17 packages in the repository do not provide the complete Enlightenment experience (missing modules) and the E19 PPA I used was abandoned due to lack of interest. An Enlightenment distro is the best way to go. I liked the speed and options available , but the DE seemed dated. The Moksha DE is based on E17 and Enlightenment is up to E22 .
Edit: There is an E22 PPA for Ubuntu though not for 18.04.

ok thanks. i knew of moksha fork and also that e19 was developed after a hiatus to 22. just curious.
Frog's Hair - other than the serious glitch we had re: bott up - i am most pleased with Ubuntu. i just liked the E environment - at first it was intimidating but i could do some stuff with windows etc. that cannot be done with others DE's. and yes it is faster overall. But as I said - i am very pleased so far with Ubuntu.
