Kernel 4.18-rc1 is available. Carried over from the 4.17 series is the dependency problem when trying to use it on 16.04. It is annoying because it really isn't necessary. Anyway, I stole the kernel configuration and compiled it myself, and am running it now. The UDP incorrect reported Queue length patch seems to have made it into RC1.
Any follow-up information on your issue would be appreciated. Please have the courtesy to report back.
Kernel 4.18-rc2 is available from kernel.org, but not yet from the Ubuntu mainline ppa. For those that use turbostat, there were a bunch of improvements/additions in RC1, and now some bug fixes in RC2. I'll try it shortly. EDIT: now in Ubuntu PPA. New version of turbostat working great.

Kernel 4.18-rc7 is available. I have only been running it for a few minutes, but I ran rc6 for a week without any issues.
I have run them all, RC1 thru RC7 with no issues.
