Manually change window, icon, font, etc to my liking by editing config file

I'm familiar with CSS+HTML, I'd like to pimp my own UI (Lubuntu 18 LXDE), I don't want to use tools, just plane text editing, I wish to share my theme along with custom icons should I eventually figure it out how to do it.

hi mor, as I said, I will do text editing not by tools or menu, because it offer limited tuning, any1 knows where the config file resided? I've looked throughly 1 by 1 but didn't find that " CSS like file"
