Notifiactions do not show for 18.04

Hello, How can I get hexchat notifications to show up in Ubuntu 18.04? hexchat works fine just no notifications.

That does not work but I did find a setting in ubuntu under settings>notifications>hexchat so now I do have notifications in gnome but it is a pop up that disappears quickly and the hexchat icon does not show in the task bar so there is no continual flashing like there use to be.
