bad file names (invalid UTF-8) in 16.04 /usr

have invalid UTF-8 characters in the file names. aren't we supposed to be using UTF-8 now days? these produce errors when it try to back them up to AWS S3 storage. but at least these are system files i can easily get back by doing a re-install, and backing up all of /usr with "aws s3 sync" just skips bad ones and keeps going.
