Downloading Windows Virtual Machines .OVA files on Ubuntu

Hi,
I am trying to download windows virtual machine on my ubuntu 18.04 system from microsoft website. It named the file as IE9.Win7.VirtualBox(1).zip.part. When I checked the properties then I got the message: "Partially downloaded file(application/x-partial-downloaded) 120.4 MB.

I tried several times but always its doing partial download and also very slow even I have to shutdown my PC. But when I open the computer & check the file again , I found that the size has increased. Kindly guide me how to download the windows 7 OVA file on ubuntu.

I have 1TB of harddisk & 16GB RAM and i7 8th generation laptop.
