Windows Command Prompt w/ WINE

Hello,
I am quite new to wine but I am already in love with it, but I was wondering if there is a version of the Windows Command Prompt or some sort of PATH variable manipulation so that I would be able to use wine to use Windows versions of compilers like MinGW to compile for Windows programs. I know this is quite the awkward question, but I ask this because I don't currently have access to a functioning Windows PC. Any/All feedback is greatly appreciated.

Open Ubuntu's terminal and enter

wine cmd

to invoke the command prompt for wine.
