Installed Ubuntu. Now it won't boot past a black screen with a flashing cursor

I want to give Ubuntu a shot, but after reformatting and installing 17.04 (and I tried 17.10) the computer restarts and only displays a flashing screen with a flashing cursor. I am unable to type anything on this screen none of the keys seem to do anything (esc, right shift, f#s, etc). The BIOS screen flashes but I don't see anything else before it goes to the black screen. I am installing this on a 500GB SSD with an AMD R9 390 graphics card. There are also two 2TB internal HDDs but they are only used for storage.

Well, I don't know what the problem was, but I installed openSUSE and it worked. I went ahead and retried Ubuntu 17.10 (for the third time) and now it's working.
