Can not switch language on keyboard

I have a strange problem with Ubuntu 16.04.03
A computer with a clean installation of Ubuntu in English

I added Hebrew in language support
i click on "apply system-wide"

but no hebrew
the strange part is When I connect to the computer via teamviewer (It's a friend's computer)
I have the option to switch language and it works properly

I tried to replace the keys that replace the language
no change

How can I fix it?

You could also install Xubuntu. The language selector works fine here.
