Checked with Chromium and it behaves as expected. I'm using the extension "No top left hot corner" together with "Dash to dock". It is quite irritating when you have window controls to the left and get "Activities" when you want to close a window.
Or - better - not to use ubuntu-settings, only gnome-settings.

The hot corner deal was intentional, makes little sense really..
Hot Corner was disabled by default in Ubuntu (because basically next to everybody dislikes it).

I think it's more accurate to say that some people strongly like the hot corner and some people strongly dislike the hot corner.

Hotcorner is good, if it is on the bottom left, as it is in Unity (invoked from Unity-Tweak). Not far to go. Easy to see all open windows and switch between. In Unity it is there, if you want you can use it. Maybe, Ubuntu devs would think of making a better Gnome-Tweak just for Ubuntu to give most of the features of Ubuntu-Tweak.
