I'm using a Windows 8.1 computer with Google, and get the same message as posted above.

Since the post actually posted, to give more detail: I only joined the forum last week, managed to post enough to pass the new user limit, then haven't been able to start a new thread or add a post anywhere since. I've only been able to send a PM to a Moderator. I then tried to send a PM to an Administrator but it didn't work; same error message.

Update : the canonical-sysadmins have fine tuned the posting rules using all the above info. Some of the restrictions I was seeing have been solved for me for now

I tested 'quote in a qoute' yesterday and it worked. (It did not work 2-3 days ago). In general, I feel that things work for me now - it is a bit slow sometimes, but works much better than a few days ago

As soon as a wrote that things work well, it failed for me, but this time the system wanted to do more, not less than I wanted

After replying (a simple quick reply) I had the following complaint:

'This forum requires that you wait 30 seconds between posts. Please try again in 15 seconds.'

This happened when I posted https://ubuntuforums.org/showthread....4#post13522714

The post was written (and it seems the system wanted to make a duplicate copy, but stopped itself due to the 30 seconds rule).
