16.04 Wifi issues HP Pavillion 17f - Reaktek RTL8188EE

Last month I got on my laptop and updated everything through the update manager with default settings, rebooted, and lost the ability to connect to connect to existing wifi access points and changes to new or existing entries in the network manager couldn't be saved. This month I used a wired connection, updated everything, rebooted, and I'm able to connect to wifi from my phone, but not my main router (works on windows).

OS: Kubuntu 16.04
Wifi adapter: Reaktek RTL8188EE 802.11 b/g/n

I'm still having this issue and I updated to the 4.6.4 Kernel and there's no change.
