When should i386 support be dropped? Simple, when compatible chips stop being manufactured + 10 yrs. That would be around 2050, I bet.
Not everyone has 64-bit or powerful GPU (if any GPU at all). For virtual machines used by hundreds of different students, only available over the network, there is not a reason for 64-bit or a GPU. Think about remote desktops, please.
