Make sure you have all the prerequisites.

Also, you have to set libdvdcss to autoupdate or reconfigure it to download all the necessary files. If that still doesn't work, there is always fluendo.
You can also try another player that has included codecs like smplayer

I have DVDs with Videos that worked recently and now stopped working. Other Dvd do work?
Now the Opposite Happens, Some Old DVDs Stopped Working DVDs that I have seen on this Desktop NOW do not Work!

Actually VLC works only on one Partition an Old Linux Mint 15 for those DVDs that work!

Some Good News! I Managed to run a DVD on this Peppermint 7 VLC. BUT those DVDs that Do not run continue to not Run!
