How can I do it?

Hi, I'm Delphi programmer for Windows. It's my first time I'm going to program under Ubuntu.
I need to design an easy software, just to create some folders, move some files to these folders and change the permissions of some of them.
I've done all of this with Delphi, using ftp components, but I can't find the way how to change the permission. For this, perhaps I'm wrong, I think could be possible executing one program in the same server.

Please, any suggestion? Thanks
