GNU gretl is a powerful econometrics package with built-in hooks to gnuplot. It produces decent plots like http://www.politicsbythenumbers.org/...population.png, though I prefer to use LibreOffice Calc for more formal graphs like http://www.politicsbythenumbers.org/...12-colors1.png.

All these programs are in the Ubuntu repositories.

I use python+matplotlib for essentially all plots. The quality is great, as is the help system (check out the gallery), and I prefer programmable graphics over GUI's - at least if the same type of plot is needed more than once (it always is!).

For statistics plots, R is the best, but not the easiest. You might also use gnumeric which has some fine statistics tools and graphs.
