your message definitely helps. I think the basic issue is in fact that my power consumption is way too high. With screen brightness to the lowest value, powertop reports something like 26W. I ran

sudo powertop --auto-tune
and that reduced the consumption to about 23W. Would it make sense to post a html report from powertop here?
I still have to figure out which graphic card is being used. I read that NVIDIA can increase the power consumption by 10W compared to the built in graphic chip, so that's the first thing to check.
As for the fan noise: i have been able to install i8kutils after forcing the load of kernel module with

sudo modprobe i8k force=1
Now the fan works in cyclic bursts, and I think this is the same issue as reported here: https://bugs.launchpad.net/i8kutils/+bug/410596 In short, the i8kmon fan setting is quickly overturned by the bios and that leads to cycles of fan operation of a few seconds. I had started a separate thread for that: https://ubuntuforums.org/showthread.php?t=2352237 I did not yet try the solution proposed there. Did anyone else try it on a 9550 or 9560?
As of writing this message, I found another culprit for power consumption: I'm using a DA-200 adaptor with external monitor connected (VGA) and ethernet. The adapter gets very hot, also the surface of the laptop left of my keyboard is very hot now. Is this normal?
EDIT: I disconnected the DA-200, switched back on the wifi and after about 15 minutes, the power consumption automatically dropped to about 12W (with lowest screen brightness). What a difference, and also the hot temperatures of the laptop surface left of my keyboard, right above the thunderbolt port, are gone.
