I have an Asus F102B netbook with Xubuntu 14.04 on it, and the screen brightness is locked to maximum.
I finally found this thread describing my exact problem, but found no solution:

The last post from Toz from March 2014 says:I was wondering if there had been any developments on this. I'm using "fglrx-updates (proprietary)" (not sure which version, so see screenshot below) from the Ubuntu drivers menu, but the brightness is still locked. I also don't care about a broken suspend function because I never use it, and I think the few times I have used it it caused a lockup, so maybe that is still an issue. So does anyone know if there have been any developments for just fixing the locked max screen brightness in the past year and 6 months? Thank you.Found this entry about your laptop, where the author states that brightness appears to be broken, yet fixed in newer versions of the catalyst driver (which unfortunately breaks suspend). Perhaps its best to create a bug report for this.
