We can modify the jwm-settings-manager to have this option if it works
But shimoda could clarify whether two-finger scroll works with any other operating system on that machine. For example, it doesn't work on my Lubuntu 16.04 (and previously 14.04) running on a Dell Inspiron 1545.

I see I don't have two- or three-finger multi-touch or finger/palm width detection.
In such cases, I'm guessing modifying jwm-settings-manager wouldn't help?
