Can't -- MS Windows can't read Linux filesystems -- which is why we recommend creating an NTFS partition for holding shared data, since both Linux and MS Windows can read/write NTFS filesystems.
Ubuntu 17.04 Mate, Mint 18.1 Mate; MS Win 8.1, MS Win10 Pro.
Will not respond to PM requests for support -- use the forums.

if you mean over network that can be done using Samba or FTS (or sFTP). linux mashcines will then appear in your network.
