    Whats the most customizable DE that allows me to re-invent it?

    I want a very high customizable DE and the tools to go with it so I can rearrange the folders on the main menu, add folders and sub folders to the main menu as well as completely change the look style and feel of that main menu. I also need this to work to configure all other menus in the system, not just the main menu.

    I need this to work with Ubuntu 13.10

    Gnome looks like a washout because it's too bloated and I don't want the unity or gnome 3 style installed in the sytem. I was thinking about XFCE but I cannot find a way to have this much control over the menus. I'm lacking knowledge of the right tools to use with each DE I consider using.

    If XFCE, please tell me the tools to install. For all others tell me which DE and the tools I need to use.

    I run xfce4 as my preference.
    I can tell you that it will meet all your requirements; However, there is a learning curve to change from the defaults !
    Everything is controlled from configuration files. One needs to learn what file does what where. There is a lot of info available and many howtos.
    The only tools required is a text editor and a agile brain.
