I dual boot Ubuntu 13.10 saucy with Windows 8 Pro. I have a Belkin Keyboard. Every key seems to function on Win8 but not on Ubuntu, like the left and up arrow key along with the enter key near the number pad. Would I have to get a new keyboard?

Doubtful that a new keyboard would be needed. Just change the keyboard that Linux "knows" about.
xfce4-keyboard-settings is a GUI tool on my system - alas, I don't run Unity. alt-F2 to start it.
Belkin keyboards are not listed here, but perhaps a 105, 112, 1xx-whatever keyboard will fit?
