I'm basically looking for a 'desktop' that run in a terminal environment. Still has the basic functions of a desktop but doesn't use X.
I could probably settle for a low-resource one that uses X but would rather not.
Any suggestions?

If you are considering X as an option, take a look at Xmonad and Awesome.
You could get a minimal text mode install using the minimal CD, and then install the desktops (both on the repos btw).
Just my thoughts.

screen is what you want. Load the minimal install then install screen.

You have already received some tips how to do it. Please describe what you want to do with the system: give us more details of
- the tasks you want to perform,
- tools you want to use, and
- what computer it is, or computers there are!
Then we can give you more specific advice.
Urxvt + tmux and any tiling WM (awesome, xmonad, spectrwm etc.)
