12.04 app window's title bar hidden behind global menu bar

I don't know which system update screwed this up, or maybe it has something to do with my disabling automatic window resizing when moving window to the edge, but now whenever I open a new application window, the top of it (the title bar portion, including the close/minimize/restore/maximize buttons) is always hidden behind the global menu bar. Attached is a picutre to illustrate this annoying problem. Now I can't move or resize the window using mouse any more. Can someone help please? Thanks in advance!

Hold 'Alt' and click and drag with your mouse. You can move any window that way.

Thanks a lot for the tip, that made the problem much less annoying. However, do you know how to fix the root cause of this issue, i.e., why any new app window starts behind the global menu bar?

You could try Unity or reset.

    Code:
    unity --reset
“Start where you are. Use what you have. Do what you can."
