Not really any point in asking them about it. All PCs that come with Windows 8 have Secure Boot enabled by default. It's a condition of Microsoft giving the PC the sticker that says "Certified for Windows 8".

No need to format the hard drive beforehand. Just boot up the DVD and install Ubuntu. If you want to wipe out Windows 8, you'll be given the option to. If you want to dual-boot, you can resize Windows (you may need to download and run Boot Repair on the DVD afterwards, if you can't get access to Ubuntu after installing it.).
Right, jokes aside, then How to do it? Should I format the HD and try to install Ubuntu from the disc?
If the DVD still won't boot, you can go into the computer's BIOS and switch off Secure Boot. But Ubuntu 13.04 and 13.10 should be able to boot and install even with Secure Boot turned on.
I try to treat the cause, not the symptom. I avoid the terminal in instructions, unless it's easier or necessary. My instructions will work within the Ubuntu system, instead of breaking or subverting it. Those are the three guarantees to the helpee.
