I've been bashing away at this for a few hours now and can't seem to get this working. I'm at the point now where I need some fresh eyes to tell me what I'm doing wrong.

I'm trying to configure phpMyAdmin to
  1. Operate on a different port. In this case I want port 9999
  2. Configure apache so that all traffic on port 9999 goes over HTTPS


Below is a copy of my configs
