ubuntu 12.04 or 13.04

Hello,
I am using ubuntu 12.04
But I want to know, is 13.04 better than 12.04?
I am facing a lots of problem with my OS.
So, I am thinking to install 13.04

Problems are like this:

cant change Launcher icon size. It doesnt even show up.

I use dual monitor. If i install the graphics card driver then that doesnt work. show error.

There are many other problems so let me know how is 13.04

Is it same as 12.04 or better?

I have multiple ubuntu systems, two of which I just upgraded from 12.04 to 13.04 (also due to issues with 12) I've been very happy so far.

One big issue I was having is no support in openconnect for pkcs11 and smart cards. A nightmare to deal with in 12, it's all fixed in 13.
