The fastest thing on the block is Lubuntu
As far as Ubuntu versions (12.04/12.10) go, I really do not think there is much of a difference.
I'm running 12.10 and the dash is a bit laggy. I have read that 13.04 has improved the dash so if I were you I'd wait until it is released on the 25th of April.

Don't install Ubuntu on a Pentium 4, but Lubuntu.
13.04 is a major improvement compared to 12.04 and 12.10. Not many new features but a lot of bug fixes have been added.

Technically, you should be able to use any of the versions.
Kubuntu has a recommended system requirement of : 1GHz processor, 1GB RAM, 10GB HDD space and a 1024 x 768 pixel VGA graphics card.
Ubuntu : 1GHz CPU / 1GB RAM / 5GB HDD
Xubuntu : 1GHz CPU / 512MB RAM / 5GB HDD
Lubuntu: Pentium 2 or Celeron / 128MB RAM
Maybe consider using a lightweight window manager - Fluxbox and FVWM-Crystal are pretty light.

Sorry to say, but this is completely detached from reality. You are probably in good faith quoting an overly optimistic web site, but anyway: Lubuntu needs a Pentium 4 with at least 512 MB memory to perform satisfactory. Just pointing out in case someone else finds the thread.
Ubuntu and Kubuntu both need strong graphics cards.

I have tried similar Pentium 3's and advise people to stay away. Yes, the operative system itself runs fine, but browsing a medium-heavy web site or watching a Youtube video grinds to a halt.
