Does anyone know if the 32 bit 12.10 disc from thelinuxshop is a live disk or a full blown install to the hard drive? I'd like to install it on my new pc.

Yes, it's the live DVD version. I think that is all that is available now, the alternate install version having disappeared for this Ubuntu version.
You can, however, install the OS from the live CD/DVD and have always been able to do so.

It's suggested to never buy a copy of Ubuntu from anyone other than Canonical. You have no idea what could have been done to that disk! Download and burn your own copy is best or buy it from Canonical's store.
