I just loaded Ubuntu 12.10.
It loaded with no menu bars (expected one on top and one on left side)
shows initial background but nothing else

If you are seeing the launcher at the left and a panel on top hat is the unity user interface and there are instructions at the link. http://ubuntu-manual.org/downloads
There are options for a traditional interface if that suits you better . Install the gnome-session-fallback from the software center and select it when you login

I have no menu bar or Unity bar
I have tried to log out and hoped to find an option to get out of Unity there but there was none
Perhaps you could help me bo into classic gnome mode
This sort of thing happened to me once before when I unfortunatly selected Nvidia drivers but I did not do that this time its a brand new boot.

You will have to install gnome-session-fallback but there may be a way to do that if you can't get Unity running first.

I installed gnome session fallback and entered gnome classic I think this may have solved the problem
I restarted my computer and everything seems fine
