Can ubuntu be locked down to a browser and websites?

I am looking for a OS that can be locked down to nothing but a browser and a printer. Even on a browser, I want to have it locked down to particular sites (for example *.gov).
Is it possible to do that with Ubuntu? if so, can someone point me to documentation on how it can be done please. Basically, I am looking for a kiosk type of software/OS.

    Thank you.

Porteus has a kiosk version http://forum.porteus.org/viewtopic.php?t=2005&p=13713, I've never used it myself but I've heard its very good because its tightly locked down against tampering. Put it on USB so you can modify it and lock your bios so it can only boot from usb without a password
