Are you sure the camera (and not the software) is to blame?
Which Buntu release and applications are you using?

I'm using Linux Mint 13. I tried anything I could find on Google and the image still freezes.
I initially had problems with two different web cams not working at all with Skype.
After searching the forum for answers, a common suggestion is download Cheese & see if your cam works properly with that. If so, you will probably get it to work with Skype.
Mine didn't. Both were made by Trust, who apparently got into bed with MS years ago; Trust & MS cams don't seem to work with Linux.
There is a hardware compatibility list somewhere you can check. My solution was a cheap web cam off ebay.

+1 to the idea of downloading Cheese and see if it works with that, if your camera works with Cheese I would try to troubleshoot why it doesn't work in Skype rather than rushing out and spending money on something you don't need. The irony of a Microsoft camera not working on Microsoft software would not be lost on us so let us know how that goes.
If your camera doesn't work in Cheese or Skype you may just have a camera that's not good with Linux and may save time just stumping up the cash for a new one, I've found Logitech's support of recent years to be excellent when it comes to webcams

As it turns out, Cheese works well with the webcam I have.
Have you considered Ekiga or Google Talk in stead of Skype?

I've tried all those and Skype is still buggy. On top of that, Google Talk doesn't work well either. For the latter, I either have audio or video, but not both at the same time.
